The 40% of Farmers WhatsApp Left Behind

A 400-farmer survey in Uttar Pradesh finds regular users of digital platforms score measurably higher on knowledge, income, and confidence — but the farmers still outside that world aren't randomly distributed. They're exactly the ones extension systems were supposed to help most.

The take

A survey of 400 Uttar Pradesh farmer households found that regular users of digital advisory platforms — overwhelmingly WhatsApp groups and YouTube, not official government apps — scored significantly higher on knowledge, decision-making empowerment, wheat yield, and net income than non-users, even after accounting for education, farm size, and income. But the 40% left outside that digital world are concentrated among exactly the farmers with the least existing access: those without smartphones or a reliable internet connection.

The setup

One extension worker for every 1,000-plus farmers

India's formal agricultural extension system — government field staff, farmer field schools, demonstration plots — was built for a farmer-to-worker ratio that no longer holds. In Uttar Pradesh, India's most populous and one of its most agriculturally significant states, that ratio often exceeds 1,000 farmers per extension worker, which in practice means most farmers get advice unevenly, late, or not at all through the formal channel. Digital platforms — Kisan Suvidha, private apps, and above all informal channels like WhatsApp — have moved into that gap over the past decade, but nobody had cleanly measured whether that shift is actually working, or just filling silence with noise.

The study

400 households, split cleanly into two worlds

The researchers surveyed 400 farmer households across three Uttar Pradesh districts chosen to represent a realistic spread of irrigation access, cropping intensity, and digital connectivity — not just the most connected areas. Households were split into digital-platform users (people who access digital consultations at least three times a year) and non-users, then compared on validated, psychometrically-tested scales measuring knowledge, trust, perceived usefulness, and a multidimensional concept of "empowerment" — not just information received, but a farmer's actual confidence and autonomy in making decisions.

That distinction matters. It would be easy for a study like this to just show that digital users know more facts. This one goes further, showing digital use is tied to farmers feeling more capable of acting on what they know — negotiating, adopting new practices, and managing risk with more confidence.

The numbers

The gap isn't small, and it isn't just about knowledge

Across every outcome the study measured, users outperformed non-users by a wide, statistically significant margin. Knowledge scores were higher (21.8 vs 17.3 out of 30). Empowerment scores were higher (31.4 vs 25.8 out of 45). Wheat yield was higher — about 5.5 quintals per hectare more. Net farm income was higher by roughly ₹6,100 per hectare. Crucially, these gaps survived controlling for education, farm size, and household income in a regression model, which rules out the simplest alternative explanation — that digital use is just a proxy for already being a wealthier, better-resourced farmer.

The regression results add real texture: every one-point increase in a farmer's digital platform usage intensity raised the odds of adopting at least three recommended farming practices by about 30%. And digital use turned out to be the single strongest predictor of empowerment in the entire model — a bigger factor than education, farm size, or even direct contact with extension workers.

The surprise channel

It's not the government app. It's WhatsApp.

The channel breakdown is the paper's most immediately useful finding for anyone designing an extension program. Among digital users, 71.7% relied on WhatsApp groups and 54.6% used YouTube agricultural channels — both far ahead of formal mobile apps (62.5%) or IVR/call centres (38.8%). These aren't the polished, purpose-built institutional tools; they're general-purpose social and video platforms that farmers were already using for everything else, now carrying peer-shared, often informally produced agricultural content.

Just as notable: 86.3% of users received advisory content in their local language, a detail the paper singles out as a strong justification for language-appropriate content investment. A sophisticated app in English or Hindi-only formal register loses to a WhatsApp voice note in the farmer's own dialect, delivered by someone they already trust.

The catch

Digital extension can just as easily widen the gap it's meant to close

The paper is careful not to oversell digital platforms as a universal fix. 40% of surveyed farmers remained non-users, and that group wasn't randomly distributed — it was concentrated among farmers who lack smartphones (about 20% of the sample) or internet access (about 12.5%), typically older, less-resourced, and already more marginal in the formal extension system too. Left unaddressed, a digital-first extension strategy risks reproducing — or widening — exactly the inequality it was meant to fix.

The paper's policy recommendation is a hybrid model, not a digital replacement: keep and strengthen human extension contact (which remained a positive, significant predictor of both adoption and empowerment on its own), while investing specifically in reaching non-users through shared devices, village-level access points, and digital literacy programs — treating digital platforms as an addition to the extension system, not a substitute for the parts of it that still work.

Why it matters

Uttar Pradesh's experience is a live preview of a design choice every large agricultural extension system is now facing: digital channels are cheap, fast, and clearly effective for the farmers who can access them — but "effective on average" and "equitable" are different goals that need different, deliberate design choices. A state or program that treats digital rollout as automatically inclusive risks quietly worsening the exact disparities extension services exist to close.
